School transport services in Monmouthshire were previously provided by private contractors to the Council. This caused the Council a number of problems such as individual contractors pulling out of agreements leaving the Council struggling to find replacement services.
Some three years ago, the Council undertook a wide-ranging review of its school transport services. This highlighted a number of issues including some safety concerns and the potential to make financial savings.
Acting on the findings of the review, responsibility for school transport was moved from within the Education Department to the Transport Unit.
The Council also decided to procure its own school transport fleet and provide its own in-house service in addition to the services provided by private contractors.
The Council now has a school transport fleet of sixteen 30 to 70-seater buses and six minibuses although the Council also continues to contract with a number of private companies.
The benefits for the Council have been significant. The Council has been able to address the safety aspects identified in the review as it is more in control of safety issues on its own fleet, for example, all Council school vehicles have three point seatbelts, cctv and audio entertainment.
By providing an in-house service, the Council is now much more flexible in its ability to respond to problems with its private contractors. Its fleet is flexible enough to provide additional services if a private contractor fails to honour its contract.
There have also been considerable cost benefits from these changes. In the first year, the savings have totalled in excess of one hundred thousand pounds.
