- The seminar held at the Cardiff City Hall was the final in the series of the six with 17 leaders from Welsh Public Service attending, details can be accessed here.
- A summary of the key findings of the Wales Audit Office key findings presented by Chief Operating Officer Anthony Snow can be accessed here.
- Brian Fraser, Chief Fire Officer, South Wales Fire and Rescue Service provided a number of examples of shared learning which could assist other organisations. These focused upon the procurement of equipment and the co-location of and use of facilities with other organisations. These examples are currently being developed into case studies for the shared learning forum.

Key messages from the Cardiff City Hall delegates:
- Delegates felt centrally devised targets and performance management frameworks must not work against organisations working collaboratively. Common targets and outcomes are needed.
- ‘Leapfrogging’ of scarce key personnel around public services creates a false jobs market and has a significant impact upon recruitment budgets.
- Invest to save initiatives have a significant impact both financially and culturally, generating innovative and creative citizen focussed improvements.
- Understanding if initiatives have been successful is necessary and needs to be considered early on.
- The ‘lack of guidance’ can be used as an excuse for inertia. Some delegates felt that more potentially guidance could stifle innovation and slow momentum if it was over prescriptive.
- It is important to recognise that although change is often imposed from the outside, its successful implementation can only be driven from within the organisation
