Well-driven Scheme

Carmarthenshire County Council operates a fleet of nearly 650 vehicles and in 2006-07 the net cost of operating the fleet was nearly £7 million.

Following a review of the Council's Road Risk Safety Policy a number of measures were implemented to improve driver skills, training and safety.

One of these measures was to sign up to the Freight Transport Association's 'Well Driven Scheme'. As part of the scheme, stickers were placed on the back of the Council's vehicles, inviting the public to report if the vehicle was being driven poorly. The Council paid around £6,000 per year to be part of the scheme and was receiving less than 20 calls per year. The Council felt it could secure better value for money from bringing the scheme in-house.

In summer 2008 the scheme was brought in-house and it is now operated as an additional service provided by the Council's call centre. As the Council now takes the calls directly, it has better information about each incident and is more able to investigate and take action where necessary. Bringing the scheme in-house will save the Council around £3,500 each year.
