It is widely accepted that climate change is increasing the risks to coastal areas due to more frequent and severe storms and rising sea levels. Around 60% of people in Wales live in coastal areas and current estimates reveal that the cost of damage from flooding will at least double and possibly increase twenty-fold over the next 80 years.

The full extent and consequences of climate change are not known, so plans designed to reduce the impact of flooding must manage risk rather than certainty. Groups and organisations involved in managing the coastline are increasingly recognising the need to move to a new risk management approach by working with nature and managing the impact on the environment.
