Appointed Auditors' report covers Accounts from 2005-06 to 2009-10
08/12/2011
Mr Anthony Barrett, the Appointed Auditor, has today published a report in the public interest highlighting failures in governance at Mawr Community Council in Swansea and inadequacies in the council's financial management and internal control.
The report concludes that the Community Council Clerk, Mr Robert King, failed to discharge his responsibilities in relation to both the financial management of the Council and in maintaining its accounting records
It found that the Clerk's poor administration of the Council's payroll arrangements resulted in overpayments and other errors which have exposed the Council to the risk of financial penalties. Because of the inadequate arrangements for administration of payments by the Clerk, the Appointed Auditor is unable to establish the validity of a significant proportion of the Council's total expenditure.
