Downloading data
Before data is extracted from local systems, it is essential that the data download guidance listed below is taken into account:

To assist with this process a selection of Frequently Asked Questions can be accessed on the Audit Commission’s NFI FAQ web page.

Data should be submitted using the Data File Upload (DFU) facility within the NFI secure web site. This is now the only acceptable method to supply data and our policy will be to inform the Director of Finance if data is received by any other means that puts it at risk. Further details can be found in the Data submission section

Common problems and solutions

The right to buy flags (i.e. ‘I’ for in progress, ‘C’ for completed) and former tenant arrears flag (i.e. ‘F’ for former tenant) were not applied correctly to the housing rents data.

We now require separate data submissions for arrears, right to buy, and tenants.

Ensure that data extraction routines are validated prior to submission.

Some right to buy data was inaccurate in that the data did not relate to the person that had purchased the property

Zipped files did not unzip properly.

Zipped files should be checked to make sure they can be unzipped.

Fields within a data submission are sometimes truncated thus making the data useless.

Check through the first few records to make sure no fields are truncated.

Files contained records of variable length.

If a file is fixed width, all records within that file must be of the same length

Some files were received with no documentation making field identification difficult.

Follow the data download instructions and complete the appropriate boxes on the Data File Upload (DFU) screens. Email the key to any codes used to nationalfraudinitiative@nfi.gov.uk.

Passwords were not supplied with zip files.

Key fields such as National Insurance Number were missing from the submission resulting in a re-submission of data

Refer to the data specifications that outline the fields that are required, prior to extraction or submission of data.

Currency values submitted in a format other than that specified in the Handbook.

If a non-standard format is used, this should be marked on the DFU screens.

Blank and nil field values were not distinguished in accordance with the NFI required data formats, i.e., blank and nil values fields were both filled with a zero rather than being space filled.

Ensure that nil and blank fields are clearly distinguished, using a code if necessary.

Date field submission.

Some systems hold dates in ddmmyy format, which for dates earlier than 1930 are corrupted on conversion by spreadsheets. For these systems only, supply the data unconverted and identify this on the DFU screen.
