  • What we’re doing 

    We are looking at whether the Welsh Government can demonstrate it is achieving value for money in line with the programme’s aims. 

    We are focusing on the Welsh Government’s overall management of the programme. 

    Why we’re doing it 

    The Welsh Government wants its investment in building and refurbishing schools and colleges to deliver various benefits for learners and communities. It estimates that the forward value of its nine-year rolling programme, as of 2024, is £5.5 billion. 

    We want to understand progress with the programme and how the Welsh Government makes sure it gets value for money. This includes how it is applying lessons from earlier versions of the programme, such as issues raised in our own 2017 review.
