Additional Learning Needs

  • Children in a classroom
  • What we're doing

Our work will look at public bodies’ understanding of trends in demand for Additional Learning Needs support. We will also consider how well they understand the cost and performance of the support that is provided.

Our main focus is on the role of the Welsh Government and local authorities, although we will touch on issues relevant to the NHS and further education.

    Why we're doing it

As part of wider education reform, approaches to supporting children and young people with Additional Learning Needs have been changing.

In recent years, the number of children and people identified as having Additional Learning Needs has reduced, while spending has increased.

We want to understand whether approaches to supporting learners with ALN are performing well and are sustainable.

    When we'll report

    Winter 2025-26
